Apartment lease agreement: why are notary verification and state registration necessary?

The lease agreement may be terminated before the expiration of the term specified in the agreement if there is a mutual agreement between the tenant and the landlord. The tenant must notify the landlord of the intention to terminate the agreement three months in advance.
Can a landlord evict a tenant without notice if there is no lease agreement?
In the absence of a lease agreement, the tenant has limited protection; therefore, the landlord can apply to the police to demand the release of the apartment from illegal possession.
