The claim of the RA Language Committee was dismissed: a dispute lasting nearly three years ended with AM’s victory. 

 The RA Language Committee filed a claim to the RA Administrative Court, seeking to hold the business entity administratively liable under Part 1 of Article 189.3 of the RA Code of Administrative Offenses, on the alleged grounds of displaying signboard in a non-Armenian language.

The defense of the client’s interests in the case was undertaken by attorney Hayk Barseghyan of AM Law Firm. Upon examining the materials of the administrative proceedings and the administrative act, it was established that the act attributed to the business entity by the administrative authority had not been committed, and that there were no legal grounds for subjecting the client to administrative liability.

At the same time, it was established that the client had fully exercised the opportunity granted by law by registering a foreign-language trademark and using it in the shop premises.
As noted by the Court, the legislative prohibition on the use of foreign languages does not extend to trademarks registered in foreign languages; therefore, the client’s actions were lawful and could not be qualified as an offense under Part 1 of Article 189.3 of the RA Code of Administrative Offenses.As a result, the Administrative Court of the Republic of Armenia fully dismissed the claim of the Language Committee of the Republic of Armenia.

The administrative authority appealed the judgment to the Court of Appeal, alleging violations of substantive law during the examination of the case. However, attorney Hayk Barseghyan of AM Law Firm submitted a response to the appeal and, during the court hearing, thoroughly substantiated the client’s legal position.

On November 10, 2025, the court rendered a decision to leave unchanged the judgment of the RA Administrative Court dated June 3, 2024. The decision was not appealed and entered into legal force. Thus, the dispute that lasted nearly three years concluded with the final victory of AM Law Firm, and the client was not subjected to administrative liability.
